Kitsul Igor Sergeevich

I. S. Kitsul was born in the Irkutsk region (RSFSR) in 1972.

In 1989-1995 he studied at the Faculty of Prevention and Prevention of the Irkutsk State Medical Institute (Irkutsk State Medical Institute), now the State Medical University, in 1996 - in the internship of the State Medical University, specializing in social hygiene and healthcare organization, and in 1996-1998 he was a graduate student of the Research Institute of Social Sciences. hygiene, economics and health management named after N. A. Semashko RAMS, mountains. Moscow.

In 1998, at the Research Institute. Semashko, under the guidance of A.L. Lindenbraten, defended his Ph.D. thesis, topic: "Scientific analysis of the impact of the initial state of patients on the effectiveness of medical care." Four years later, in 2002, at the age of 30, he became a doctor of science, which was the first time in the history of the specialty “public health and healthcare”. Place of defense: Research Institute of Clinical and Experimental Medicine (Novosibirsk), title of doctoral dissertation: "Scientific substantiation of the need of the adult population for dental care and issues of its optimization in modern conditions."

Speaks Russian, English, Polish and Ukrainian.

From 1995 to 2003, he went from assistant to professor at the State Medical Institute (ISMU), working first at the Department of Social Hygiene and Health Organization, and later at the Department of Public Health and Health. In 2006, he became a professor at the Department of Public Health and Healthcare at the Irkutsk Institute for Postgraduate Medical Education (now IGMAPO - the Irkutsk State Medical Academy of Postgraduate Education - a branch of the RMANPO), in 2008 he received the academic title of professor, and since 2012 he has headed the department.

The scientific activity of I. S. Kitsul includes the following areas:

  • identification of areas of inefficiency in the health management system of the region;
  • improvement of the system of standardization of medical care at the regional level;
  • development and implementation of medical care quality management technologies based on integrated management systems;
  • development and implementation of organizational technologies that increase the efficiency of medical services;
  • development of an innovative model of self-regulation of medical activities and its experimental testing;
  • analysis of the quality and safety of medical activities.

Research covers all stages: the development of basic concepts, testing, evaluation of effectiveness and implementation in practice.
I. S. Kitsul is the author and scientific co-supervisor of the first project in the Russian Federation to introduce self-regulation mechanisms in healthcare, which was implemented in the Irkutsk region together with the Federal Service for Surveillance in Healthcare (Roszdravnadzor). The experience was summarized in the monograph "Formation and development of self-regulation mechanisms in the health care of the Russian Federation" in 2010.

In total, I. S. Kitsul published over 450 publications, including 32 monographs on topical issues of organization, management and economics of healthcare, public health.

As a scientist-mentor, he prepared 20 PhDs, acting as a leader or consultant. Two of his students later became doctors of science.

  • Awarded with honorary diplomas of the mayor of the mountains. Irkutsk (2014) and the Governor of the Irkutsk Region (2017) for their great contribution to the development of healthcare and the training of medical personnel for the city and the region
  • 2018 - awarded the honorary academic title "Professor of the Russian Academy of Sciences"
